COMPETENCY TEST FOR MIDWIFERY AND NURSING PROSPECTIVE GRADUATES

Directorate General of Higher Education (Dikti) is running a project aims to perform quality assurance of higher education graduates particularly in midwifery and nursing fields. Hence it needs a standardization of graduates through a good quality of competency test. Competency test is part of the learning evaluation process integrated in health education system.
Health Professional Education Quality Project (HPEQ) is a Dikti’s project which is expected to contribute to the achievement of the improvement of health service by enhancing the quality of health service providers; doctors, dentists, nurses, and midwives. This objective can be achieved by strengthening the systems and institution of study program accreditation and the certification of graduates that will eventually improve the quality of health professional education. More specifically, the purpose of the project is to strengthen the quality of the professional education policy in Indonesia’s health sector.
There are concerns about the quality of health workers in Indonesia, one of which came from the Indonesian Association of Indonesian Family Physician ( PDKI ) issued a warning on foreign doctors’ invasion to Indonesia. They will be competing to provide primary service to society. PDKI suggested that Indonesian doctors improve their quality and competence in the field of primary service.
Therefore, there’s a need for standardization of graduates through a good quality of competency test. Competency test is part of the learning evaluation process integrated in health education system.
Director General of Higher Education issued Circular No. 704/E.E3/DT/2013 on July 24th 2013 regulating the competency test for prospective graduates of higher education institutions in midwifery and nursing. In order to guarantee the quality of higher education graduates in particular fields of midwifery and nursing.
Accordingly, for students in Midwifery Diploma program, Nursing Diploma and Professional Nurses are required to take the competency test as a graduation requirement.
National standard competency test as part of a quality assurance system aims at guaranteeing the patient’s safety. Competency test held by higher education institutions in collaboration with the Council of Indonesian Health Workers (MTKI) under the Joint Decree of the Director General of Higher Education and Head of the PPSDMK Ministry of Health.
Collective registration to the Council of Indonesian Health Workers is conducted by higher education institutions through the Provincial Council of Indonesian Health Workers (MTKP). Before registering to MTKP, it’d be better to register to Kopertis to check the validity of the exam candidates, whether they are listed on EPSBED or not. This is to prevent unauthorized examinees from taking the competency test and receive certificate of competence they don’t deserve.
